309 has the fewest hundreds, so it is least. The other three have 4 hundreds, so compare the tens: 1 is less than 5, and 5 is less than 8.

Ordering 3-Digit Numbers: Least to Greatest: how to help at home or in class

Write five three-digit numbers on sticky notes and have your child stick them in a row on the wall. First move every note with the fewest hundreds to the far left, then settle ties by looking at the tens. Take a photo of the finished line so you can review it later. When your child can order a set whose numbers all share the same hundreds digit, reverse the direction.
